1. There is a cap:

The H-2B visa program is capped at 66,000 visas per year—33,000 for workers who begin employment in the first half of the fiscal year and 33,000 for workers beginning employment in the second half.

2. It is for temporary/seasonal work only:

If your business is seasonal or dependent on peak-load periods, the H-2B program can provide relief by bringing in temporary foreign workers when demand exceeds your domestic labor supply.

3. There are dictated wages:

To participate in the H-2B program, employers need to agree to pay everyone at least equal to or higher than the Prevailing Wage for that occupation and location.
